Abstract

The Cuban Meteorology Institute has designed and implemented a Surveillance System for the Forecast and Early Alert of the Agricultural Drought. The methods for its diagnosis were generated by the authors starting from advanced and update techniques that take accurately into account the demand and the supply of water in each component of the soil-plants-atmosphere complex, for the 36 decades of every year. The combine Agricultural Drought index was developed starting from the diagnosis of the agricultural drought status (beginning and permanency), and intensity (water stress severity); its offers in 3 scales the levels of danger for agricultural drought for any point of the country. The analysis of frequency in time and space it allowed to process the information that allows to the specialists and decisions makers related with the agricultural sector to act in an opportune way in taking measures of prevention to face periods with presence of agricultural drought. The results are ready to carry out the combined analysis with the studies of the danger for meteorological drought with the objective to get the integrated danger; it will be a layer of danger in the studies of Danger, Vulnerability and Risks. For their calculation the fundamental process is the realization for each pixel of 4x4 Km. of the water balance in the root zone using the Geographical Information Systems. The maps are shown for the whole nation of the different gradations of danger and for different periods: annual, not rainy and rainy season.
