Procedure for marine forecasts and estimation of sea state in Holguin province

Abstract

The results, obtained in Holguin province during the period 2011-2013, in the implementation of a procedure to increase the quality of the sea-surface state observations are presented. Furthermore, this process was applied to evaluate and validate the local marine forecast, issued by the Meteorological Provincial Center of Holguin. The used information were obtained from the sea surface records of the meteorological station Cabo Lucrecia and the WW3 model graphic outputs, available on the Institute of Meteorology web site. The methodologies, recommended at the Procedures Manuals Center Marine Meteorology and the National Forecast System, were applied, taking also into account, the World Meteorological Organization document recommendations. The main achievements include the design of a procedure to elaborate the marine forecast and to estimate the sea surface state, and the organization of an early coastal-flooding warning system for the province. By using the proposed method, it was possible to increase the marine forecast effectiveness by 15 %, with emphasis on timely prediction of coastal flooding, produced by Irene (2011) and Sandy (2012) Hurricanes and Tropical Storm Isaac (2012). Extension and generalization of the obtained results for other regions of Cuban territory is recommended.
